Cuba's real estate market, in plain English
Since 2011, Cuban citizens have been legally allowed to buy and sell real estate freely. That single change opened a market that had been frozen for half a century, and most of the buying today is done by Cuban-Americans, Cubans in Spain and Canada, and Cubans in the island purchasing from family. Foreigners with no Cuban ties have a narrower legal path, but it exists.
Prices are quoted in U.S. dollars, even though the legal tender is the Cuban peso (CUP). A median home in Havana sells for around $48,000 USD, and the spread between a $15,000 USD apartment in Centro Habana and a $500,000 USD mansion in Miramar is wider than in most countries with mature real estate markets. There are no mortgages — every transaction is cash at closing.
The good news for diaspora buyers: you don't need to be in Cuba to close. Almost every transaction signed by Cuban-Americans goes through a power of attorney granted at a Cuban consulate. The deed is registered in your name, you own the property outright, and you can rent it, sell it, or pass it to heirs without additional restrictions for living abroad.

The buying process, step by step
Find the property

Verify the documents
Before paying anything, ask the seller for the original deed and a recent title certificate from the Property Registry. The certificate proves there are no liens or unresolved inheritance.
Inspect in person or by video
Visit on a normal weekday (not just sunny Saturday). If you cannot travel, request a live video walkthrough including roof, utilities, and street view.
Negotiate and put a deposit
A typical earnest deposit is 5–10% of the price, paid in front of a notary with a signed receipt. Never pay the full price in advance.
Sign at the notary
Both parties (or their representatives via power of attorney) present documents to a Cuban state notary, who drafts and witnesses the deed.
Pay taxes and register
The 4% transfer tax is paid at the tax office. The notary submits the deed to the Property Registry. Registration completes within 30–60 days.
